बिना सड़क मरम्मत कराए नाजायज वसूली
बरही/कटनी (आनन्द सराफ) 4 दिन बाद बरही मैहर मार्ग व बरही उमरिया मार्ग में पढ़ने वाले टोल नाकों से एक बार पुन: 5 अक्टूबर से वसूली प्रारंभ हो जाएगी। ठेका लेने वाली कंपनी तिरुपति बिल्डकॉन बुढार के प्रतिनिधि अंजनी मिश्रा ने उमरिया में पत्रकार वार्ता कर इस संबंध में पत्रकारों को जानकारी दी कि 5 अक्टूबर से टोल नाका प्रारंभ कर दिए जाएंगे। कटनी जिले के उबरा-बरही सहित सतना जिले के ऊँचेहरा, सोनवारी, उमरिया जिले का धामोखर व शहडोल जिले का बुढार टोल नाका शामिल है, उक्त नाको को 22 सितंबर को शुरू किया गया था, लेकिन विरोध के 12 घंटे के अंदर सभी नाका से वसूली बंद करना पडा था, अब एक बार फिर 5 अक्टूबर से नाका संचालन की कवायद जारी है। ठेकेदार इस बार स्थानीय कर्मचारियों को तबज्जो भी देने जा रहा है, जिससे होने वाले विरोध से बचा जा सके।
5 अक्टूबर से पुनः प्रारंभ होगी टोल नाका से वसूली दाल में कुछ काला नहीं, पूरी दाल ही दिख रही काली
1 साल में 20 फीसदी सड़क मरम्मत
बेहद चौकाने वाला पहलू यह है कि वसूली की मियाद अगस्त 2017 में समाप्त हो चुकी थी, बावजूद इसके मध्य प्रदेश सड़क विकास निगम द्वारा 5 साल के लिए वसूली का ठेका एक बार फिर दे दिया गया है। ठेका लेने वाली कंपनी को साल में 20 फीसदी सड़क का मरम्मत करना है। 5 साल तक वसूली करते-करते ठेकेदार पूरी सड़क मरम्मत करेगा। आगे पाठ पीछे सपाट की तर्ज पर पीछे हुए मरम्मत खराब होता जाएगा और ठेकेदार पैसा वसूल कर चला जाएगा। और अनुबंध में सबसे चौंकाने वाला पहलू यह भी है कि वसूली के 3 महीने मैं ठेकेदार मरम्मत करेगा जबकि नियम यह कहता है कि पहले सड़क की मरम्मत हो उसके बाद वसूली की जाए सूत्र बताते हैं कि सड़क मरम्मत वन नाका से होने वाली वसूली से विभाग को 5 साल में 9 करोड़ रुपए ठेकेदार देगा।
प्राइवेट नहीं कमर्शियल वाहनों से होगी वसूली
दाल में कुछ काला है या पूरी दाल ही काली है। ठेकेदार व मध्य प्रदेश सड़क विकास निगम के अधिकारियों के बीच मरम्मत के नाम पर किस तरह की खिचड़ी पकी की तिरुपति बिल्डकॉन को वसूली का ठेका ही दे दिया गया। यह जांच का विषय है कि बिना मरम्मत कराएं ठेकेदार वसूली कैसे कर सकता है। बताया गया है कि इस बार प्राइवेट वाहनों से टोल टैक्स नहीं लिया जाएगा सिर्फ कमर्शियल वाहन यानि की खनिज लोड डंपर, ट्रक हाइवा, कैप्सूल वाहन से वसूली होगी।
कहां गई पुराने ठेकेदार की अमानत राशि
सूत्र बताते हैं कि पूर्व के ठेकेदार की जमा अमानत राशि से मरम्मत न कराते हुए तिरुपति बिल्डकॉन से सांठगांठ कर मध्य प्रदेश सड़क विकास निगम पुनः वसूली चालू करा रहा है , जो नाजायज है। बताया गया है कि पूर्व के ठेकेदार ने अनुबंध के एक साल पहले ही अपना अनुबंध खत्म कर दिया था उक्त ठेके दार को सड़क विकास निगम के अधिकारी 3 साल का एक्सटेंशन दे रहे थे जबकि ठेकेदार 5 साल का एक्सटेंशन मांग रहा था ठेकेदार को सड़क मरम्मत में होने वाले नुकसान को देखते हुए उसने काम बीच में ही छोड़ दिया था। बहर हाल 5अक्टूबर 2017 से चित्रकूट अमरकंटक राजमार्ग क्रमांक 11 में पढ़ने वाले पांच टोल नाका से वसूली प्रारंभ होने जा रही है, जिसके लिए तीव्र प्रतिक्रियाएं आ रह है।
